Thibs is largely responsible, but especially in the wake of the Rose debacle, the weight of responsibility now falls on the upper management.

Deng was brought back too soon recently, and the team suffered as a result. If they have any serious hopes of making an impact in the playoffs, Noah will have to be healthy. Allowing him to play in the AS game would be idiotic.
